Anti-Corruption Unit Sworn In as Investigators

The Anti-Corruption Unit was formed under a new anti-graft law, which administration officials have touted as an attack on corruption, but which critics say lacks the teeth to tackle the widespread problem.

“We will implement our profession as judicial police with dignity, conscience, loyalty, honest, humanity, independence, with respect for the constitution and the laws of the Kingdom of Cambodia forever.”

Fourteen members of Cambodia's nascent Anti-Corruption Unit were sworn in Tuesday, vowing to use their full legal rights to investigate the country's graft problem.

Members include senior government adviser Om Yientang, who is the head of the unit, and his three deputies, Seang Borath, Chay Svauth and Nuon Phal.

“We have full legal rights to make corruption investigations,” Om Yientang told reporters after the ceremony, which was held at the national Court of Appeals in Phnom Penh. “We can now start to investigate complaints, confidential information and cooperation from various informants.”

The Anti-Corruption Unit was formed under a new anti-graft law, which administration officials have touted as an attack on corruption, but which critics say lacks the teeth to tackle the widespread problem.

All 14 members of the unit swore to uphold their duties or “face miserable damage or destruction and death, separated in the next life from our beloved parents, brothers, sisters and children and facing extreme poverty.”

“We will implement our profession as judicial police with dignity, conscience, loyalty, honest, humanity, independence, with respect for the constitution and the laws of the Kingdom of Cambodia forever,” the unit pledged.

Uk Savuth, who presided over the ceremony as prosecutor-general of the Appeals Court, said the unit was now empowered to arrest lawbreakers. But he warned the unit to “greatly increase” its legal capabilities in order to maintain the laws recently passed by the National Assembly.

But he also said the unit should act with humanity, to deeply interpret a case and act morally, such as delaying the arrest of a serious ill or pregnant offender.

“When we see wrong, we speak of the wrong,” he said. “When we see right, we speak of the right. We do not make decisions with rancor, incitement or hate. We implement the laws to serve justice for all

Christian faith plus Chinese productivity

At first glance, it looks as though it could be any other factory driving the rapid development of the Chinese economy.

But this is no ordinary enterprise because here religious faith is as important as profit.

In fact, the owner of the Boteli Valve Group in Wenzhou would like to see all his staff convert to Christianity.

And such a factory is not a one-off: it is part of a growing number of businesses run by Christian entrepreneurs in one of China's key enterprise zones, whose success is now being studied by the Chinese government.

As he shows me the production facilities, the factory's general manager, Weng-Jen Wau, tells me that every month, $5m (£3m) worth of industrial valves are manufactured.

About 40% of the factory's output is exported to businesses worldwide.

But he seems to have limited interest in the sales figures - he is far more concerned to tell me about the place his family's Christian faith has in the life of the factory.

'Better workers'

Every Monday morning, the senior managers gather together and pray about the business.

Once a week, members of staff are encouraged to attend an on-site Christian fellowship meeting, where they read the Bible and pray for each other.

Weng-Jen Wau believes that by encouraging increasing numbers of his staff to convert to Christianity, his business will prosper.

And he tells me that when staff do convert to Christianity, their attitude towards their work is transformed.

"If you're a Christian you're more honest, with a better heart," he says. "The people who aren't Christians aren't responsible. I think it's very different.

"I'm not saying those people who aren't Christians are all bad, but from the percentage of the workers who are Christians, they seem to be more responsible.

"Also when they do things wrong, they feel guilty - that's the difference," he explains.

One of the workers I met who had recently converted to Christianity explained that he had known nothing about the religion before he started work at the factory.

But he said that his new-found faith was now a source of daily inspiration.

He told me that he was now trying to convert his friends and colleagues to Christianity.

"If everybody became a Christian, it would have a very big impact, and would really help the development of our factory," he said.

Work ethic

So I asked Mr Wau how much religion was a factor when he was recruiting new staff.

"Of course I would choose the Christians first, definitely," he said.

Such comments could prompt accusations of discriminatory practice in some countries, but he had no doubt about the sort of impact Christianity could have on Chinese business.

"I think if all enterprises absorb this Christian culture, we will have a much more harmonious society," he said.

There are obvious questions about whether the staff really have discovered Christianity, or whether they are simply responding pragmatically to a clearly defined vision for their company.

Those I met were keen to stress the significance of their new faith, and the lack of pressure to convert - though there was no disguising their bosses' clear desire to boost Christian numbers in the workforce.

But the wider role of Christian entrepreneurs in the economic success of the Wenzhou private enterprise zone has not gone unnoticed by the Chinese government.

Far from being regarded as a religious oddity, the impact of Christian-run businesses is now being studied by Chinese government officials.

At the Chinese Academy of Social Sciences in Beijing, I met Professor Zhuo Xinping, Director of the Institute of World Religions.

He specialises in the study of Christianity's growing influence in China - and has plenty to say about Wenzhou's Christian entrepreneurs.

He tells me that the city was visited by substantial numbers of Western Christian missionaries during the 19th Century and thus has - by Chinese standards - a long history of Christian faith.

Today it has an unusually high number of Christians for a Chinese city - with some estimates suggesting Christians now make up 20% of the population.

But what really interests him is the way in which the growth of Christianity and economic prosperity have happened side by side.

He tells me that Chinese researchers are considering whether in Western history there is a link between economic prosperity and Protestant Christianity - and they are questioning what that might mean for today's China.

"It's very important to find the secret of social development, the so-called potential forces for a nation," he says.

"When it comes to Western countries, the majority Chinese understanding is that this potential force is Protestant Christianity."

Christian faith may sound like an unlikely component in China's future economic success.

But the notion that newfound faith can inspire a workforce to increased levels of productivity is being taken seriously not only by Christian businessmen, but by China's Communist - and officially atheist - leaders.

A Hong Kong hospital has completed the city's first combined heart and liver transplant in a 20-hour operation involving almost 70 medical staff.

An unidentified 27-year-old woman received the organs from a brain-dead donor, while giving her own failing but still usable liver to a 62-year-old man with liver cancer, a Queen Mary Hospital spokeswoman said.

The operation, on Friday, was deemed a success and both patients were in a "satisfactory condition", she said.

For the second time in two seasons, Aston Villa's Europa League ambitions were snuffed out by a second-half fightback from Rapid Vienna.

Gabriel Agbonlahor gave Villa the early advantage with a clinical finish.

Vienna hit back through Atdhe Nuhiu, but Emile Heskey restored Villa's lead after a Stiliyan Petrov penalty miss.

Villa were to have the edge for barely a minute, though, Mario Sonnleitner heading Vienna level before substitute Rene Gartler put the visitors through.

To compound Villa's torment in losing to Vienna again - this time last year, it was Nikica Jelavic who scored a decisive late goal at Villa Park - Heskey was guilty of an abysmal miss as he followed up the rebound from Petrov's penalty.

With the goal at his mercy, the former England man contrived to scuff his shot into the ground and over the bar.

It was the stuff of nightmares for Kevin MacDonald, whose caretaker tenure of Villa is fast descending into turmoil.

Reluctantly cast in the role following Martin O'Neill's resignation, MacDonald has said he is unsure if he wants it permanently. After this result, which follows hard on the heels of Sunday's 6-0 mauling at Newcastle, he may no longer have the luxury of choice.

For those of a claret-and-blue persuasion, Villa's second-half implosion must have been all the more painful for the promise which preceded it.

After events at St James' Park, Villa might have been forgiven for starting cautiously. Instead, they showed an adventure which swiftly dispelled any doubts about their collective state of mind.

Barely a minute had passed when Ashley Young slotted an incisive ball through the Rapid Vienna defence for Agbonlahor, who tested goalkeeper Raimund Hedl with a low effort across goal.

It set the tone for an effervescent early display from Young, who added to Hedl's discomfort with a curving free-kick, and then combined devastatingly with Agbonlahor to hand Villa the initiative.

Released along the right by Stephen Ireland, the fleet-footed winger calmly steered a first-time ball into the six-yard box, where Agbonlahor slid in ahead of Sonnleitner to score.

Unfortunately for MacDonald and Villa, the Young-Agbonlahor axis was derailed soon afterwards.

Having picked up a knock which he tried and failed to shake off, Agbonlahor was forced off with the interval approaching, robbing Young of his initial zest and Villa of their chief goal threat.

Yet with Vienna struggling to make an impression offensively - two first-half efforts from Yasin Pehlivan posed a greater threat to Birmingham's bird population than Brad Guzan's goal - there seemed little immediate cause for concern.

That feeling grew stronger after the interval when Agbonlahor's replacement, Marc Albrighton, made a weaving run through the Austrian defence before firing wide.

But almost immediately, Veli Kavlak swung a right-wing cross into the danger area and Nuhiu - who also scored for Vienna in the first leg - rose to head home, silencing Villa Park.

They quickly rediscovered their voices when Young went down in the area under a challenge from Markus Katzer, but the Dutch referee, Eric Braamhaar, was rightly unmoved.

He was in more generous mood when Heskey was subsequently felled by Sonnleitner, but both Petrov - whose spot kick was pushed away by Hedl - and Heskey looked the proverbial gift horse in the mouth.

Atonement comes in various guises, and when Vienna failed to clear a corner five minutes later, Heskey looked to have made amends, the ball rebounding in off his midriff from a Habib Beye drive.

But having equalised in fortuitous circumstances, Villa were once again unable to maintain their lead.

Three minutes later, Stefan Hoffmann sent in a corner from the right, and Sonnleitner stooped to guide home a header at the near post.

Now behind on away goals, Villa's European hopes - and, perhaps, MacDonald's job prospects - were hanging by a thread.

There was to be no happy ending; instead, two Vienna substitutes combined to confirm MacDonald's misery. Christoper Trimmel wrong-footed the Villa defence with a precise centre to the far post, and Gartler was on hand to stab home.

Artificial cornea 'may help restore sight'

Scientists have created a new kind of artificial cornea, inserting a sliver of collagen into the eye that coaxes its own natural corneal cells to regrow and restore vision.

It worked in a first-stage study of 10 patients in Sweden, researchers reported earlier this week. And while larger studies are needed, it is a step toward developing an alternative to standard cornea transplants that aren't available in much of the world because of a shortage of donated corneas.

"We're trying to regenerate the cornea from within," said Dr. May Griffith, senior scientist at the Ottawa Hospital Research Institute in Canada and a professor of regenerative medicine at Linkoping University in Sweden.

Vision depends on a healthy cornea, the film-like covering of the eye's surface that helps it focus light. Corneas are fragile, easily harmed by injury or infection, and about 42,000 people in the US receive transplanted corneas every year. While that is considered an adequate supply in the US, donated corneas are not available in many countries for the estimated 10 million people worldwide with corneal blindness. Transplants also bring risk of rejection.

In addition, researchers are working to improve plastic-like artificial corneas and to create stem-cell treatments that could spur corneal growth.

The new work, published in the journal Science Translational Medicine, is a bioartificial cornea - an attempt to use the same natural substances that make up a real cornea to induce healing.

"I characterise this work as a major advance in the direction that we need to go," said Dr. Alan Carlson, cornea transplant chief at Duke University's eye centre, who was not involved in the research. To "make this mimic donor tissue to the extent that your own cells ultimately become incorporated in this tissue, I think that's the most exciting aspect."

A cornea's structure is made up of a tissue called collagen. First, researchers took human collagen grown in yeast, made by San Francisco-based FibroGen Inc., and moulded it into a contact lens-looking shape - the scaffolding, essentially, for a cornea.

Then Griffith, working with Linkoping University eye surgeon Dr. Per Fagerholm, studied the bioartificial cornea in 10 patients with severe vision loss from damage to a corneal layer. Damaged tissue in one eye was removed, and the new biosynthetic cornea implanted. Soon, cells that line a healthy cornea started growing in the collagen. Tear production normalised, and even corneal nerves regrew, something researchers could test by measuring sensitivity. There was no rejection, and patients didn't need immune-suppressing medication.

Two years later, six of the patients had significantly improved vision with glasses and two were no worse. When implanted with contact lenses that previously they could not tolerate, patients saw as well as a similar group of patients who had received standard corneal transplants.

Duke's Carlson cautioned that these were not full-thickness corneal transplants - the lowest layer of the patients' original corneas wasn't replaced. People with these more upper-layer corneal problems make up about 10 percent of transplant cases, he said, while the bigger hurdle is creating therapy for harder-to-treat full-thickness damage to what's called endothelial cells.

But he called the experimental technology a step toward that goal, and Griffith said she is planning larger studies and will try to extend the therapy to a wider range of vision loss.

A Michigan teenager who was forced to change his phone number and close down his Twitteraccount after Justin Bieber gave fans his contact details has apologized for "meddling" with the pop star's life. Kevin Kristopik insists he never meant to upset the "Baby" singer after obtaining his telephone number from a friend and texting the pop sensation directly.

The stunned star decided to get his own back on the troublemaker by posting Kristopik's number on his Twitter pageand urging his 4.5 million followers to get in touch. The pop star wrote, "Everyone call me... or text."

Bieber took the post down within minutes but the damage had been done and Kristopik received a phone bill-busting 30,000 text messages. Speaking to U.S. news channel MSNBC on Tuesday, August 17, Kristopik says, "Most of them (texts) were like, 'Oh my God, Justin, is that really you?' and others were like accusing me of hacking Justin Bieber'sTwitter and posting my own number, which is ridiculous."

Kristopik has since canceled his Twitter page and changed his phone number. Asked if he had a direct message for Bieber, the troubled teen added, "I'm sorry for meddling into your life but I also think he took it a little too far overboard by literally giving my number to 4.5 million people."

Kristopik reveals his parents were initially shocked by the online feud, but he admits they've been "pretty cool about it," adding "They're having fun with it."

Justin Bieber has been widely known for his love for his fans. Unfortunately, a mother of one of Bieber's devotees might not think the same way after her little girl was made disappointed by the 16-year-old YouTubesensation, who refused to sign her daughter an autograph.

According to Star Magazine, Bieber was approached for an autograph by 5-year-old fan Emily Cason when he was riding his dirt bike around Georgia'sDurhamtown Plantation resort on Tuesday, August 10. Emily's mom, Ashley, claimed Bieber shot back at little Emily, "It's my day off."

"I said, 'I know, but she's only 5 and she loves you'," Ashley recalled. The little girl's mother continued, "He said, 'I was 5 once too!' Emily's still awestruck, but he was so rude to her!" The "Baby" hitmaker himself, on that day, posted a message on his Twitter page, informing that he enjoyed his day. "Off roading... having fun. great day," he wrote.

It happened when he took the stage at E107.9's Jingle Ball concert in December. He told the crowd that he loves them but suddenly a bottle filled with water was thrown at him. "Ow! That
didn't feel good," he said while fixing his hair. "I don't know why she just threw that at me." Despite the incident, he managed to keep his composure.

Justin Bieberis currently on tour to promote his two albums "My World" and "My World 2.0". Most recently, he won four surfboards at 2010 Teen Choice Awards and was handed Global Youth Leadership Award by Usher's New Look Foundation.

Charlie Sheen's wife 'feared for her life'

The wife of actor Charlie Sheen feared for her life during a Christmas Day argument that escalated into violence, a newly released police report states.

The report also contains details of an alleged assault that took place two months before the December attack.

During the unreported incident, Brooke Mueller claimed Sheen threw her to the ground "like a rag doll".

Last week Sheen, 44, was sentenced to 30 days at a rehabilitation centre after pleading guilty to assault.

The Wall Street star was put on probation for three months and told to undergo 36 hours of anger management.

In the report, Aspen police officer Rick Magnuson says Mueller told him "she was afraid she was going to die" when Sheen allegedly pinned her to a bed and put a knife to her throat.

Evidence given to the police recounts how an early morning argument about a song Sheen sang to his daughter was the catalyst for what followed.

The actor denied placing a knife near his wife's throat or attempting to strangle her, claiming their dispute had been "predominantly verbal".

According to the report, though, he did admit to a "huge fight" in California two months earlier, in which he had caused Mueller to fall and hit the back of her head on a piece of furniture.

Sheen married Mueller, his third wife, in 2008 following his acrimonious divorce from actress Denise Richards.

The actor - one of American TV's highest-paid stars - recently signed a deal to star in US sitcom Two and a Half Men for another two seasons.

Sprint superstar Usain Bolt has ruled out competing for the rest of 2010 after suffering a back injury.

The 23-year-old suffered his first 100m final defeat in two years when he was easily beaten by Tyson Gay on 6 August at Stockholm's Diamond League meeting.

"2011 and 2012 are very important championship years and I hope to be back fully fit and healthy," said Bolt, after a medical examination in Germany.

Bolt will miss the remaining Diamond League meetings in Zurich and Brussels.

"I am very disappointed to miss two of the top meetings on the circuit, but trust that it is better for me not to take any risks this year," said the Olympic and World champion.

But Bolt's agent Ricky Simms said his client was taking a long-term view on the injury.

"With a view to his future career we believe further treatment to loosen his back followed by rest will be in his best interest," said Simms in a statement.

"He has a tightness that restricts his ability to generate power in his stride and continuing to race in this condition could risk injury to his hamstrings or calf muscles."

Bolt had been scheduled to face Tyson Gay and Asafa Powell - bringing together the three fastest 100m runners in history - at this year's final Diamond League meeting in Brussels on 27 August.

Bolt has been struggling with an Achilles tendon injury and looked far from fit as he stuttered behind Gay in the 100m in Sweden, with the American cruising to victory in 9.84 seconds - just 0.02 slower than the season's fastest time.

"You can get beat any day," said Bolt after the race.

"I still need to work on my strength. The first 10 metres was rubbish. I had no power, no nothing. I have tried to work on it but it didn't work out."

Despite Bolt's ongoing back issues, Simms had some positive news regarding his client's previous Achilles tendon problem by adding that a scan had showed that the injury had "completely healed".

Bolt's only other defeat in the 100m came at the same Stockholm Olympic track in 2008 when Jamaican compatriot Powell - who is also now struggling with a back complaint - took victory.

Since that reversal, Bolt enjoyed 14 successive wins, including the last time he clashed with Gay at the Berlin World Championships last year.

He has also clocked the season's joint fastest time in the 100m (9.82 in Lausanne) and fastest in the 200m (19.56 in Kingston).

More than 700 people are now known to have died in a massive landslide in north-west China - making it one of the deadliest incidents so far in the country's worst flooding in a decade.

A frantic search is continuing for the more than 1,000 people still missing.

Buildings were hit by a wall of mud so mighty that buildings seven storeys high crumpled like paper, says the BBC's Chris Hogg, in Gansu province.

He says rescuers are searching by hand in the remote, mountainous region.

A 52-year-old man was pulled alive from the rubble more than 50 hours after the disaster, and other rescue teams say they have heard "very faint" signs of life elsewhere, state media reported.

Chinese premier Wen Jiabao has urged rescuers to keep looking until they find every last survivor.

But as the hours pass, hopes of finding survivors diminish.

"Around me are relatives of missing people sitting dazed, shocked. Each of them has stories," our correspondent says.

One woman has lost her husband and three teenage children. Until she saw their bodies with her own eyes she did not want to believe it, he adds.

The death toll was revised upwards on Tuesday from 337, and officials say that figure is expected to rise.

The weather forecast for the coming days is for heavy rain, which could hamper humanitarian work, and there is also the possibility of further landslides, says the BBC's Michael Bristow in Beijing.

Supplies running low

The landslides in remote Zhouqu county, Gansu, were triggered by torrential rains that hit the area late on Saturday.

The thick layer of mud levelled an area 5km (3 miles) by 500m, Xinhua said.

Landslide debris blocked a river which then burst its banks, sending water, rocks and mud down several hillsides and on to homes.

Soldiers have blasted through the blockage on the Bailong river, lowering the water level of an unstable lake created by the landslide.

Thousands of people have been evacuated from downstream villages that could be engulfed if the natural dam bursts.

The landslides came as China was struggling with its worst flooding in a decade, with more than 2,100 people reported dead or missing and millions more displaced nationwide.

President Hu Jintao led a meeting of senior ministers on Tuesday on plans to handle the crisis, Xinhua news agency said.

More than 7,000 soldiers, firefighters and medical staff are now at the scene of the landslide.

The Chinese premier has visited Zhouqu, urging rescue workers on in their efforts and comforting those affected.

Authorities have sent tents, food and water, but some supplies were reported to be running low because roads and bridges into the area have been destroyed.
